- (1) These rules may be called the Chhattisgarh State Eligibility Test Rules, 2013.(2) It shall come into force from the date of its publication in the Official Gazette. Short title and commencement. - [Whereas, the University Grants Commission (UGC) has framed regulations, the University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) Regulations, 2010' which inter alia, provides for minimum qualifications in case of appointment of Assistant Professor, Librarian, Sports Officer in Government and Non-Government (aided and non-aided) Colleges and Assistant Professor, Assistant Librarian, Assistant Director (Physical Education) in Universities And whereas, clause 1.2 of the said regulations provides that they shall apply to every university established or incorporated by or under a Central Act, Provincial Act or State Act and to every institution including a constituent or an affiliated college recognized by the Commission And whereas, it is expedient for the State Government to frame rules in conformity with the provisions of clause 3.3.1, 4.5.3 and 4.6.3 of Annexure appended to the said regulations for the maintenance of standards in higher education Now therefore, the State Government, hereby, makes the following rules relating to State Eligibility Test for the purposes of the appointment of Assistant Professor, Librarian, Sports Officer in Government and Non-Government (aided and non-aided) Colleges and Assistant Professor, Assistant Librarian, Assistant Director (Physical Education) in Universities, namely :- 1. /412/F 1-28/2005/38-1, dated 5th February, 2013Notification No./412/F 1-28/2005/38-1 dated the 5th February, 2013.

But the same must be duly notified prior to the commencement of the examination.(3) A candidate shall be eligible for appointment only in a subject in which he has passed the Post-Graduate Examination and SET. - In addition to the above, State/State Agency shall have the power to add or alter the subjects and the subject groups in accordance with the directions of the University Grant Commission in this matter. - (1) Examination shall be conducted only in those subjects which are permitted by University Grants Commission and notified accordingly prior to the commencement of the examination.(2) It shall be an essential pre-requisite for the candidates to pass two year post graduate degree or an equivalent post graduate degree in concerned subject with minimum marks, as prescribed in sub-rule 5(1) and 5(2) of these rules from a recognized university or an equivalent degree from a Foreign University.(3) Valid degree holder candidates are eligible to participate in subjects corresponding to the subject group as under :-Political Science or Public AdministrationHistory or ancient Indian History Culture andChemistry or Biochemistry or Applied ChemistryOr Industrial Chemistry or Environmental Chemistry or AppliedBotany or Zoology or Microbiology or Bio-ScienceOr Bio-technology or Limnology or Genetics or EnvironmentalScience or Bioinformatics or Industrial Microbiology.Note. - These rules shall be applicable for the purpose of determination of the eligibility regarding appointment to the posts mentioned in this rule and for conducting examination and to those candidates who aspire for the post of Assistant Professor, Librarian, Sports Officers in Government and Non-Government (aided and non-aided) Colleges and Assistant Professor, Assistant Librarian and Assistant Director (Physical Education) in Universities.

- (1) The State Eligibility Test shall be conducted by the State agency, assigned by the State Government.(2) (a) Candidates who have already cleared Chhattisgarh SLET conducted by the State in the concerned subject, need not clear the SET again (b) Candidates belonging to other States, who have cleared SET/SLET organised in other States, after 1st June, 2002 are not eligible for appointment in this State and are therefore required to clear the SET organised by the State of Chhattisgarh, so as to attain eligibility (c) NET qualified candidates shall be exempted from the condition of qualifying SET.(3) Recruitment in Universities, Government Colleges and Private Colleges (Aided and Non-Aided) shall be made as per the respective existing Rules/Acts/Statutes/ Ordinances/Regulations etc. Along with the directions mentioned in circular regarding age and relaxation in age issued by the General Administrative Department of State, wherever applicable, shall prevail, mutatis mutandis, for appointments. - Though there shall be no age limit for appearing in SET examination, however, the provisions of respective Rules/Acts/Regulations/Statutes/Ordinances etc. This provision shall also be applicable on those certificates which were issued after the State Level Eligibility Test (SLET) was organised by the State in the year 2006. - The validity of the SET certificate is forever. There is no provision of rounding off the marks in this matter.(4) Candidates, who have appeared or are appearing for the qualifying Master's Degree examination and whose result is awaited or candidates whose qualifying examination has been delayed, may also apply for SET, however, such candidates will be admitted provisionally and shall be considered eligible only after they have passed the Master's Degree examination or equivalent degree with at least 55% marks (50% in case of Scheduled Castes/Scheduled Tribes and persons with disability candidates) within one year from the date of the SET examination in which they have appeared and upon failure to do so, they shall be treated as disqualified.(5) Only Indian Nationals can appear in the test, candidates from other States can also appear in this test(6) Only Scheduled Castes/Scheduled Tribes candidates, who are local residents of the State are entitled to get relaxation in minimum marks, as mentioned in sub-rule (2) above.(7) SET is only an eligibility examination and passing this examination does not confer any right for appointment.

- (1) The State Agency, in consultation with the State Government, shall resolve the dispute, if any, in all matter(s) related to the conduct of the examination.(2) In matter relating to dispute on policy matter, decision shall be taken by the Government of Chhattisgarh, department of higher education and the decision shall be binding for all. - The State Agency shall decide the SET fee. - (1) The SET shall be conducted as per the guidelines issued by the UGC.(2) The syllabus and pattern of SET shall be the same as prescribed for NET conducted by UGC and CSIR.
